The Study Programme on European Security (SPES) for PhD students, post-docs and young professionals from Central and Eastern Europe is conducted by the Institut für Europäische Politik (IEP) and supported by the Volkswagen Foundation.

The programme is aimed at promoting the work of young academics and experts from Central and Eastern Europe with a thematic focus on the future role of the EU in European and global security policy. The programme provides an opportunity for the grantholders to establish stronger links with "West European" research networks and to present their views concerning security issues in Europe.

9 fellows - ranging from excellent PhD candidates to junior professors or professionals of similar qualification " have been selected and will receive support for their research, the publication of their results and sojourns in Berlin.

Am 22. und 23. November organisierte das IEP in Zusammenarbeit mit der Trans European Policy Studies Association (TEPSA) und der VolkswagenStiftung eine Expertenkonferenz zum Thema „The EU, Russia and Eastern Europe – Dissenting views on security, stability and partnership?“, die in der Vertretung des Saarlandes beim Bund in Berlin stattfand. On 4 March 2010 SPES fellow Dr. Stanislav Secrieru gave a guest lecture to students of the Master programme in “Advanced European and International Studies” organized by the Centre International de Formation Européenne (CIFE). The lecture’s title corresponded to Secrieru’s research in the SPES programme, namely “Russia’s Perception of the EU and Its Member States.” Secrieru started by explaining why perceptions matter in general and in the EU-Russia relations in particular. Andras Racz, SPES fellow from Hungary, stayed at the IEP from 4 to 16 of January, and he will continue his Berlin research experience in February 2010. So far, Andras had the opportunity to meet experts from various institutions, inter alia from the Federal Foreign Office and Berlin based think-tanks and foundations. Moreover, he participated in an expert workshop on ESDP missions. In February he will carry out further interviews as well as give a lecture at a Masters programme, organized by thhe Centre International de Formation Européenne (CIFE) in Berlin.

On 20-21 November 2009 the 19th Annual Conference of the German-Hungarian Forum was held on the premises of the Andrássy University in Budapest. This bilateral dialogue initiative, organized by the IEP and presided by Elmar Brok (MEP) and Prof. Dr. Péter Balázs, serves as a medium for the exchange of ideas and experiences between high-ranking representatives, experts in the fields of politics, economics, culture, and science, as well as members of social groups from the Federal Republic of Germany and Hungary.

On 16 November 2009 the Institut für Europäische Politik (IEP) and the Embassy of the Republic of Azerbaijan hosted a panel discussion on “The EU’s relations with Azerbaijan: Issues, Trends and Prospects”. More than 60 participants gathered at the Berlin Representation of the European Commission to follow the discussion between government officials and experts from Azerbaijan and Germany. Raluca Csernatoni, SPES fellow from Romania, stayed at IEP from 12 October to 6 November. She had meetings with experts from political foundations and think tanks and held a guest lecture at the research colloquium of the Master programme Military Studies at Potsdam University. Leonid Litra, SPES fellow from Moldova, stayed at IEP from 4 to 26 August 2009. He had several meetings with researchers from IEP as well as experts from political parties and universities.
